Draft: Add password checking

DONE:

• password checking as in dmx-sign-up based on passay library
• specific RuntimeException class for denoting that password is not complex enough
• adding complexity check into account creation and password change
• tests
• documentation
• inclusion into config.properties
• addition of 3rd party dependencies

TODO:

• release DMX 5.3.5 first
