implement user creation via LDAP plugin

It should be possible to configure the sign up plugin so that it will create dmx users using the LDAP plugin.

Implementation note: The LDAP plugin already supports the necessary LDAP manipulation and provides a function that is equivalent to DMX' AccessControlService::_createUserAccount
