A Folder topic has its "Upload File" command only in detail panel

This is ineffective as it requires user to open and switch focus to the detail panel to upload a file to the folder. This is not only cumbersome and distracting but also against the principle that in DMX users can interact with the meaning and associated functionality comes/is tied to the very thing at hand/selected.

Problem:

• One has to open and engage with the detail/page panel/sidebar to upload file. This is ineffective and the reasoning behind this is hard to understand for end users. One asks: Why can't this be simple? Why is the command hidden?

Solution:

• Add "Upload File" or "Add File" command
